Winter Quarter Averaging back on utility bills

Princeton residents may see a reduction in their monthly sewer bills following a return to winter quarter averaging (WQA) of water consumption. WQA was adopted in April 2023, never implemented and then repealed in September 2024. 

Last year, the city refunded nearly $1 million in sewer charges after citizens demanded a review of bills for the period WQA was supposed to be in effect. Officials blamed the lack of implementation on a previous city administration.

Reimplementation at the Monday, Jan. 12, city council meeting was quick and easy but had a lot of moving pieces. 

City Attorney Grant Lowry said the council had to repeal the prior removal of WQA in Ordinance No. 2024-09-16-02 and then adopt new Ordinance No. 2026-01-12-07.
